Deborah Brown
Ms. Deborah Brown retired from U.S. Fleet Forces Command in 2017 as a Federal Program Manager with 33 years of Civil Service. She is a Civil Rights Activist and is extremely active in her community. During the height of COVID, Deborah started a Nonprofit, Wayside Community Outreach, Inc., 501(c)(3), and serves as the Executive Director. The non-profit was also established in honor of Rev. Earlene Brown, her Mother, to continue her legacy of service and benevolence to the community. Deborah’s efforts as a change agent have not gone unnoticed and was featured in the book “Required: God’s Call to Justice, Mercy, and Humility to Overcome Racial Division,” by two World Renowned Theologians, Dr. Mac Pier and Bishop Claude Alexander. Due to the success of the book, Deborah was invited to Dubai (UAE) in March of this year to share her story of benevolence with 2,500 Christian Leaders from around the Globe. Also, Deborah and her Nonprofit are recognized by the Biden-Harris Administration as White House Faith-Based Community Partners.
Ms. Brown holds a Bachelor’s of Science in Business Education from Norfolk State University, Norfolk, Virginia and a Master’s of Public Administration with a concentration on Information Systems from Troy State University, Troy Alabama.
Ms. Brown is the Vice President and Legislative Chairwoman for the National Association of Active and Retired Federal Employees (NARFE) Brentwood Chapter 1697. She served as the Religious Affairs Chair of the NAACP Norfolk Branch #7098 for two years, and is an Executive Committee Member at Large in the Branch. Deborah also holds memberships in the Rainbow PUSH Coalition, Urban League South Hampton Roads, League of Women Voters, the Norfolk Section of the National Council of Negro Women, the Hampton Roads Chamber of Commerce, the Democratic Business Alliance of South Hampton Roads, the City of Norfolk’s Democratic Committee and Teens With A Purpose (TWP) Youth Advisory Council.
In her spare time, she enjoys traveling in and out of the Continental United States to behold the Glory of God’s Magnificent Creations.
State Legislative Reminders
The State Legislative Team continues to work to keep everyone informed regarding issues important to VFN NARFE members and bring attention to the Commonwealth of Virginia proposed legislation that could important to our members. As the administrator of the VFN NARFE PAC, I seek your opinion regarding candidates we should support with our dollars and ensure we have a real voice in our state legislature.

2024 Virginia State Legislative Plans
The 2024 Plan is under development. The team compiled work papers that outlined, not only legislation we would like reviewed, but facts and examples to further strengthen our case. After speaking with Del. Betsy Carr, we were referred to Del Vivian Watts. She is currently reviewing our notes and we look forward to hearing back; potentailly with bills that will be submitted for the January 2024 session.

- It is a mechanism to provide donations to the campaigns that support VFN’s legislative positions. They can be incumbents or challengers.
- Donation proposals from chapters are requested (with supporting statements) and recommendations from the State Legislation Program Chair.
- Must be approved by the VFN Board of Directors.
- Maximum amount to be determined by the board per candidate (no statewide candidates)

Create a Memo to submit to your Area VP or Chapter Presient to request a VFN State PAC Contribution to any candidate or legislator who continues to demonstrate building strong relationships with legislators who provide opportunities to share our most pressing concerns.
Important Criteria to consider prior to making a request:Individuals who patron, co-patron, or offer public support for our issues.
- Individuals who hold leadership positions in the General Assembly.
- Individuals who serve on the relevant General Assembly Committees, ex: Finance, Privilege and Elections, Rules, and Health, Welfare and Institutions.
- Individuals who have opposition.
- Individuals must receive a VFN Chapter or a VFN member’s recommendation.
