President – Raymond John Orland
Ray Orland retired in January of 2001 from Supervisor of Shipbuilding Conversion and Repair (SUPSHIP) Portsmouth, VA as a Contract Specialist with over 37-years of service. Ray graduated from Cradock High School, Portsmouth, VA. After graduation, Ray attended ODU and then signed up for the Apprentice School at Portsmouth Naval Shipyard, Portsmouth, VA. Ray was drafted into the Army and serve 2-years. Ray returned to the Portsmouth Naval Shipyard and graduated from the Apprentice School. Ray has been a member of NARFE for over 10-years and is starting his second term as president. Presiding over meetings, Ray strives to make the meetings informational and enjoyable.
Vice President – Dillard H. Horton
Dillard Horton is Vice President of Chapter 1743 in Suffolk, Virginia. After college at Old Dominion University, Dillard started his career with the Virginia Department of Transportation (VDOT) in the Right of Way Department advancing to the Suffolk District Appraiser. After five years with VDOT, Dillard accepted a job witht the Norfolk District Army Corps of Engineers in their Real Estate Deparment. Dillard advanced to become Chief of the Real Estate Department for the last ten years of his forty-year career. Dillard retired on December 31, 2011, and he joined NARFE in February 2012. As Vice President of Chapter 1743, Dillard schedules all speakers for the monthly meetings. Dillard is also Vice Chairman of the Coalition Against Poverty (CAPS) organization in Suffolk. He is also an active member of Main Street United Methodist Church in downtown Suffolk.
Secretary – Shirley Colden
Shirley Colden is a retired health physicist from Norfolk Naval Shipyard in Portsmouth, Virginia. She has been a member of federal unions for 32-years starting with the International Federation of Professional and Technical Engineers (IFPTE) local 41. In local 41, Shirley was one of the negotiators for their contract with NNSY that they still use today. Later as a member of local 41, she was instrumental in the combining of IFPTE local 41 to IFPTE local 1. Shirley held various offices and served on various committees for both organizations. Now being a member of the National Active and Retired Federal Employee Association (NARFE) chapter 1743, she became secretary in 2014.
Treasurer – Gary Saunders
Robert Gary Saunders (Gary) was born in Suffolk, Virginia. He graduated from Whaleyville High School and began an apprenticeship at Norfolk Naval Shipyard as a Marine Machinist. After 6 1/2 years in that shop and 5 years as a Nuclear Inspector, Gary finished 35 1/2 years in Central Planning, retiring in 1995. During his adult years, Gary has been involved in the local Rescue Squad, been a Boy Scout Leader, a Sunday School teacher, many stateside and foreign mission trips, been active in a jail ministry for 42 years, and is presently serving as volunteer chaplain at Western Tidewater Regional Jail and President of the ministry Board of Directors. For over 15 years he has been working with Meals-on-Wheels, is currently secretary of the local Gideon Camp, and was co-owner, with his wife, of The Christian Bookstore for 31 years. He has a son and a daughter. He and his wife come with 31 days of 51 years of marriage before her death in 2014. Gary has given considerable service to Chapter 1743.
